PSOE and Sumar are once again divided over the proposed law to regulate temporary rental contracts and room rentals. Congress has rejected ERC's request to fast-track its parliamentary proceedings.
Esquerra had asked the government to speed up the law registered by the PSOE's left-wing partners through a motion resulting from an urgent interpellation addressed to the Minister of Housing and Urban Agenda, Isabel Rodríguez, at the plenary session on 28 May. However, the motion was rejected with votes against from the PP, PSOE, Junts and Vox. On the other hand, Sumar, Podemos, ERC, BNG and Bildu voted in favour and the PNV abstained.
This is not the first time that the government's partners have clashed over this legislative proposal, as Sumar had to vote with the PP in the Congress Bureau in favour of processing it because the PSOE was against it.
The regulation consists of a reform of the Urban Leasing Law to equate temporary contracts with those for primary residences and thus discourage their use, especially in areas declared to be under pressure to lower prices. On the other hand, it creates an obligation on the part of the landlord to justify the need for temporariness and, therefore, to prove it in terms equivalent to labour legislation.
Following this vote by the Bureau, the parties presented amendments to this bill, such as those presented by the PSOE, Sumar and Junts, to eliminate Desokupa, remove room rentals from the equation, or impose fines on platforms for not publishing legal tourist flats.
